Cossatot turns old garment factory into new business opportunities.
SO MUCH EMPHASIS IS placed on the poverty-stricken Arkansas Delta that southwest Arkansas has been neglected, said Frank Adams, chancellor of Cossatot Community College in De Queen, a city of 5,800 situated 55 miles northwest of Texarkana.
